603 wastegate frozen OPEN!

After reading many threads about boost pressure and alda fuel enrichment etc, testing with a vac/boost guage, I have discovered I'm only getting 6 psi from the turbo for starters.

I don't have a MityVac to test alda etc, but first I have to figure out why the push, pull rod connecting between the wastegate and actuator is frozen. It does not move even a tiny bit, as though it were welded!

My wastegate is frozen open and is why I don't get full power.

1. Can I do something to free it up?

2. If so, can I do it without pulling everything off? I will need to pull the head soon anyway because I need to install a new head gasket, but if there is something I can do now without pulling everything off, before replace the head gasket, I want to try freeing it up.
