Front shake:

If the steering wheel shake like crazy and you come to a stop and then start moving again. And the shaking is gone. It is the steering dampner. On the front end. Cheapest fix and easy. But if you want to rotate tire do it. Then change the steering dampner and fix the problem.
This has already been posted by Tirebiter.
And if you search "front end shake." you would have saved your self and others time.
