I would think that the chip tuners would assume 4.4 volts as "100%" on the throttle and calculate the rack position accordingly. I think this is also the case with the MAP - 25 PSI/4.4 volts allows maximum fuel available from the pump and any more boost measured is irrelevent to the ECU since it's already giving 100% authority to the pump.
