85 300sd Sticky Throttle Linkage at IP

Hi, I hope this is in the correct forum, sorry if its not.

I have an engine out of a 85 300sd transplanted into a 88 toyota pickup. I think i may have a bad injector pump but I'm not sure.

I disconnected the linkage from the ip to the Stop switch, when i push it down it seems to stick down. This is a problem since it has run away before.

I also have an issue with low end power until the turbo picks up. I have checked for vacuum leaks and cleaned the banjo bolt. I will be doing a compression test and checking the chain stretch.

Everything seems to be pointing to the injector pump but I'm still learning about this engine and I'm at a loss as to what to do.
