Yes, oily rags in a trash can can self-combust. Besides all the other things that can start fires, that's something alot of folks aren't aware of.

Yes - I have experienced something like that but not drastic, I used to put all oily rags into a metal bucket and cover it up - I accidently noted a warm to feel bucket a few days later, I opened it up and the interior was quite warm.

I promptly put the bucket outdoors and dampened it with water, Infact filled it up with water and dunked a cup of straight simple green in it along with some soda ash.
