What's this do for my turbo?

I have a 82 300sd. It has had multiple upgrades before i got it and I dint know what this adjustable (it turns clockwise and counter) knob is on the drivers side below the break release. And it has 2 thick hoses bout the size of a finger and I think they go to the turbo one connects up top the other below Hopefully the pic will help (i cant figure out how to upload more than 1 pic at a time). also are there different types of this knob?

That is an after market manual turbo waste gate adjustment.

Best guess: One of the previous owners installed it, thinking it would boost power.

Why wouldn't it boot power do they not work? It has another small inter cooler in front of the pass. Front tire attached to the whole intake manifold and turbo area for extra heat? Thanks for the reply. Let me kno what u think about it.. Here's a pic of the extra tubing etc W126 OM617 1985 300SD turbo drain tube gasket & seals
