High Beams Not Working.

I have a 1979 450SL. The low beams work but the high beams don't. My car has the round knob to turn on the lights. I've changed the fuses but still no high beams. When I was changing the fuses there was a red wire with a inline fuse in it that wasn't hooked to anything. It looked like someone had cut one end off. Any suggestions on how to troubleshoot the high beam problem or what the problem could be? Thanks.
