More than likely the fuel pump check valves and or fuel pressure accumulator has gone bad. It sounds like the fuel pressure is leaving the fuel distributor and is heading back to the gas tank. As far as the soft top goes it sound like one of the limit switches has gone bad but would need a scanner to confirm.

no no no!! Don't change the fuel pumps. Just change the check valves that screw onto the end on the fuel pumps. Also don't forget the accumulator. Before you go and buy any parts you might want to check to make sure that the fuel distributor is not the cause. You can use a pin light and look down the throttle body for any fuel puddles sitting in the bottom of the intake manifold!!

The fuel accumulator is mounted next to the fuel pump package. That device stores fuel pressure for hot re-starts.

The only real way to see if that is the problem is to connect a fuel pressure guage & see if the pressure bleeds off when you shut the engine off.
