560sl mystery fuses

Car is a 1988 560SL. In the engine compartment on the passenger side inner fender there is a two fuse block. It is located adjacent to the 12v terminal that comes from the battery. This fuse block has 12v present at all times even with the key off. One fuse mount has a fuse in it, the other does not although there are wires connected to the blank holder. All electrical systems in the car work except for the cruise control.

Can anyone tell me what that fuse block is for? Is there supposed to be a fuse in the holder that has none and if so, what does it provide power for?
