Just some suggestions, in order of difficulty and expense

1) check bulbs

2) check connections to flasher switch in console below shift lever

3) check connections to turn signal flasher (may be behind instrument cluster)

4) check wiring to / from emergency flasher

5) replace emergency flasher unit

If anyone can add any intermediate (cheaper / simpler) steps, please do, this is just a starter list.

The connection to the flasher switch itself in the console can get flaky or loose, causing this. I'd remove and reseat the switch in the connector.
