76 450 sl starts but stalls
 

I am having a problem starting this car. It will start and run very rough if i keep the accelerator down and then stall. There is white smoke that comes out if the tail pipe. Also when i check the oil there is a gas smell in it. There is no voltage to the fuel pump when i have the key turn to the on position. The fuel pump is new and so is the fuel filter. Can someone please let me know what i can do.
