In defrost mode, the blower is always on high, regardless of the speed setting. That is by design.
Is there another problem you're having with it?

blower regulator
I have no blower function when the right side harness is plugged in to the climate control.
Is this the blower regulator and where do I find the regulator to remove and how do I test it? |

The blower regulator looks like this:
It is somewhere behind the climate control unit, but I don't know where exactly. I have no idea how to test it. You should first search the Tech Help forum and if you can't find anything relevent in the search results, then pose the question over there. This is something that is relevent to more than just the SL. BTW, it looks like '82 was the first year for that climate control system.
