I like the looks of the Euro lights, however, I know nothing about them.
1. What modifications are required to mount and connect these to a US model?
2. Is one of the lights in the Euro set intended as a fog light? I really like having the fog lamps.
3. How does the switch work with these?

I'll answer to the best of my knowledge:

1. What modifications are required to mount and connect these to a US model?

There is a post on here (i think search 'city lights') and it will show the wiring diagram to hook up these lights to the stock connector on the car. It's real easy to follow and hook up and no wire splicing is needed to be done.

(here's one European Headlight wiring)
(another that shows how to wire city and parking lights W123 Euro Headlight wiring w/ City lights)

2. Is one of the lights in the Euro set intended as a fog light? I really like having the fog lamps.

Yes the inside works as a fog lamp and will work exactly the same as the rounds did and the 2nd link above shows how you can have the fogs come on dim (city lights) along with the parking lights.

3. How does the switch work with these?

The switch works the same as with the stock lights.
