paypal ok??

Doe anyone out here know the rules for paypal? are we protected from rippoffs from buying just using paypal or is it safer to have an actual ebay auction or buy it now??
i met a guy here that just sent me a paypal invoice,doesn anyone kbnow if paypal will go after him if no goods are delivered?
Thanks for any help you can give,just aa rookie here.

you're not safe from a rip-off using ebay either. If somebody wants to screw you, they will. Ask the fellow in Mexico that paid 4,000$ for a 6.9 out of NJ and the seller didn't bother to ship it. Ebay gave the guy a 175$ refund.

The and the short of it, is that if you expect somebody to rip you off, then don't do business with them and take the consequences. On the other hand, if you don't expect them to rip you off, at least take some reasonable precautions, like don't put your life savings on the line.

If it's somebody from the forums here that you've got to make a decision on, look at the number of posts and perhaps read a few. If the person sounds like an idiot, do you want to do business with him? On the other, other hand, if you're talking about a 35$ purchase, does it really matter if the guy rips you off? Other than wounded pride, you're not going hungry, nobody died and George is still president. (though do be sure to make the guy's life as miserable as you can for being bad).

I have made hundreds of transactions using paypal, I have had no problem, I am not crazy about the % they take but that is the price of doign business. I had one item mever delivered to me and paypal refunded my cost, but only because the seller was a looser who happed to have money sitting in thier account. This was some time ago and I do not think they do that any more.
Just be careful, but remember there are no guarantees

Use PayPal, and pay with a credit card. If the item is not shipped, or arrives not as described, try eBay and PayPal for resolution first, and if they give you no satisfaction, call your credit card co. and initiate a "chargeback." That will most likely tick PayPal off and result in you losing your account with them, however.
