circuit question

How does the rear headrest collapse circuit work in a 1994 e320 sedan.

When the dashboard switch is pressed, is it sending voltage to the valve under the rear seat, or is it grounding the voltage that is already on the valve?

Also, I have been told that the rear sunshade affects the circuit. How does this work?
