Maybe the low miles and high fuel mileage are related?
Still a bit high for a rust-belt car.

Seems fairly advertised to me. I get 27-31 mpg and drive mine like I stole it, every single day. if someone were to drive it with a light foot, no reason to believe 30 mpg city is unobtainable.

Maybe it's 30 mpg "in town", i.e. he's in his town but never has to stop at any lights and goes 45.
Sometimes there is no real difference between in town and on the highway (and the reverse can be true in Chicago as well!!) I tend to get about 26-28 in town in the summer, and about 31-32 highway. I guess it is possible, although I'd like to know what he is doing to achieve that.
