99 ml430 turn signal problem

Looking for some electrical fault diagnosis help on an "interesting" problem. Turn signals work fine, brake lights work fine. BUT, when I use the right turn signal while the brakes are applied, the flasher clicks strangely, and all the bulbs in the right rear cluster (brake, running, signal, and back-up) flash. Let go of the brake pedal, problem goes away. No problems with the left signal. Right rear light cluster and circuit board itself looks fine, relay seems to operate fine.

Any ideas where to start looking?
