280 GE Alternator Tensioner help

Bought an '85 280 GE in dire straits and slowly nursing the poor girl back to health. First order of business is replacing all the wrong belts and the alternator tensioner which looks like someone took a hammer to the adjuster gear/bolt and the tensioner attachment. Alternator is out (only took me 2 days) but I CANNOT get the stupid bolt holding the tensioner to come out. nut has been removed, but it is just not moving. Am I missing something? Is there some trick or is the dang thing just that stuck. I have the replacement ready to go in . . . talk about frustrating.

Also, anyone know where to get a fuel tank skid plate? Mine is swiss cheese at this point.

That's what I'm trying to do. Is the bolt that holds in the assembly threaded into the back of the assembly? I have removed the nut in the back and after 2 days of working on it, the bolt is slowly starting to come out, but I have turned it what feels like 7 miles.

Woohooo

After many a bruised forearm, finally got it off - just rusted seized. Amazing how you can work on something for hours then when it decides it wants to come off it comes right off.

Next question: Need to replace the skid plate which holds in the fuel tank, it has taken the worst of salted northern roads. Only place I can find it is $700 with shipping from Europe. Seems steep for a piece of sheet metal. Anyone have any suggestions, ideas of other places to get one? Aftermarket even? I may have my metal guy use mine for a template, but I'd rather not . . .
