Unhappy rotor vs. pads on my ML55 2003

I recently discovered that my rotor worn (lost its smoothness) in-spite the pads still in good status. The dealer informed me that this rotor will not be replaced under warranty, since brake pads is not covered under warranty.
He told me the weather here (Saudi Arabia) is very hot and it is normal to see the rotor goes before the pads.
I never heard about something like that. what is the forum opinion ?

Benz usually will not route rotors, they will only change them, they say that is safer. My opnion is that it may be a little safer, but still a rip off.

Hot weather will cause brakes to get very hot, and wear faster. Sandy weather will add to the wear. Sometimes they can even warp.

I am not sure about Saudi, but in Tenerife I had a German fellow who had his own shop who did a great job and cost a lot less than the Benz dealer. If you can find such a person, you'll be much better of.
