I figured it was phone. The wichita lineman hears her singing in the wires, and he is still on the line.

He claims to be a lineman for the county. I don't think county governments have ever been involved with phone service have they? Maybe he worked for a rural coop?

Country singer Glen Campbell was arrested in November 2003 on drunk driving and hit and run charges. "Singing in the wires" probably refers to the singing that high tension lines produce. If you listen when near/under the big power lines you can hear the juice flowing.

I don't think the reasons Glen looks like that are clearly expressed. Let me see if these will help:
