Finally read through it. This part makes it sound like the US is involved.

We have a small piece, but France so far looks like the big winner, and it looks like the Europeans would rather go it alone on this. But look at the numbers involved - 10 billion Euros, around 20 billion dollars over 35 years at the end of which they will go into production? Just think if we had the money from the Iraq War, the Space Station and Star Wars to spend on this - it would revolutionize our economy and we could probably get it done in 10. Instead, we are not even talking about it. Amazing.
