Yes......

I think I see the safety concern.

The truck might fall over all the way and roll right throught the concrete block wall on the building. If there was a person inside the building at that location, he might get killed.

Was I correct???

If the truck falls off the jacks, the driver's door and front fender might fall right off the frame, due to the extensive rust. If there is a passerby walking next to the truck, he could get hit with the flying body parts.

You're all way off base!
The window on the building (in the upper right corner of the photo) has bars on it. If the building catches on fire, the people inside the building are toast!! A real safety concern!!

OK, I've finally got it now............

The safety concern is that when the job is completed, the fellow might be inclined to kick the wooden jacks out from supporting the truck while he is still underneath it. It's far easier to kick the jack out from under the truck rather than try and pull the jack out from out in the road.

Let's get serious here. You are missing the big picture here. All kidding aside. There is a welder on the side and the power cord is right in the gutter. Water and electricity do not mix. Please play it safe.

Maybe he should ground the welder to the bars on the window, just to be safe.
