Is the LATCH system a US federal requirement?
My FIL's 2002 Mercury Grand Marquis doesn't have LATCH. It was very embarassing trying to move our carseat into his car. I thought it was a requirement since 1998. Can anyone clarify?

i dont think it is.
it started being a mercedes (i think) thing, then spread.
