S320 Right Rear Seat Belt Tensioner

My seat belt is stuck in a locked position, retracted. No matter how careful you are trying to pull it out to use it, it catches like you are going into an accident. Does anyone know ho to adjust them? If so, how do I remove the interior parts to access the tensioner?
