Actually, nothing wrong with Rutgers that I know of. We hired a very bright young guy out Rutgers a few years back. He became a CPA as soon as possible. Moved away though.. a wife thing

As far as being number 7 goes, time will tell. Get past WVU and into a BCS game, then it'll be put up or shut up time.
Beat a Michigan, Texas or Auburn, USC or Florida in prime time, then, yes, I'll say RU has arrived. Heck, even play then even or close to it.
