Just like in an aquarium, when the water evaporates it leaves minerals and other impurities behind. When you add more water, the concentration of the impurities gradually increases.

Minnesota is a nanny state. Some superior smelling Ahole decided that people are too stupid to change the water in their pools. Duh! this year I changed mine from volvic to evian.

I know Evan, he had a bladder problem for awhile...

And, like when a kid craps in the pool, all they do is shock it with chlorine and chemicals. They leave it for a few hours and then let everyone back in when the chemical levels drop to acceptable again.

Every 10 years... wow.
