Thought Police!

Here is an article from the Vancouver Sun. Section 801 of the Canadian criminal code allows police to arrest someone they feel might commit a crime.

Sex offender arrested at Vancouver airport
Vancouver Sun
Published: Saturday, September 15, 2007
A Prince Edward Island sex offender who is considered a high risk to reoffend was arrested at the Vancouver airport Friday, just hours after his release from prison, the CBC has reported.
Thane Moore, who has called himself a "walking time bomb," was released from Dorchester Penitentiary early Friday after serving his entire sentence in the New Brunswick prison.
He left Atlantic Canada immediately, but authorities wouldn't say where he had gone. Moore was escorted by RCMP.
Late Friday night, CBC reported on its website that Moore was immediately taken into custody after arriving at the Vancouver airport.
A spokesman for the criminal justice branch of B.C.'s Ministry of the Attorney-General told CBC that the RCMP used Section 810 of the Canadian Criminal Code, which allows officers to arrest people police strongly believe will commit a crime.
Stan Lowe, a spokesman for the criminal justice branch in B.C., could not be reached Friday night for comment.
In 1993, Moore beat and raped a young P.E.I. woman and left her for dead. Parole officials say Moore has not been rehabilitated and remains a high risk to reoffend.
Moore has signed a peace bond, saying he would not move to Whitehorse, where a number of people say they have reason to fear his going there. And he has agreed not to move to Dawson City after a public outcry when he said he would go there.
However, he is free to move anywhere else in Canada, albeit under certain conditions, among them that he report to police weekly, stay away from drugs and alcohol and not possess firearms. Moore, who is from Murray Harbour, P.E.I., must also not contact 13 people or their families, including the woman he sexually assaulted.
Because he served his full sentence, he is not under any form of supervision, nor is he required to undergo any rehabilitation.

I don't like this. Granted the guy is probably scum, but still he served his time.

I know Canada has a different legal system, but what can they hold him on?

A friend of mine got a ticket in NJ for "intent to speed" She was at a stop light in a 1970 GTO when the cop pulled her over.

This Canadian law only proves how much more civilized they are than we Yanks. You don't even have to commit the crime to do the time.

I'm surprised there isn't a mass exodus of conservatives from the States. This kind of stuff, plus their being so incredibly pro-business should draw cons like moths to a flame.

Where are all the Canadians on this? There should be outrage over this article, or is is acceptible in the great white north?

Not really a big deal on this up here - barely made the news. Canadians have a different attitude towards this kind of thing I think. A recent poll showed most Canadians don't mind giving up some privacy issues for increased security.

I think the prevailing attitude is - "if you have nothing to hide, then what is the problem?"

In this case, a walking time-bomb was taken off the streets. Yes, I see the point of view in terms of slippery slope, but I suppose we trust our police and governments enough to not start to arrest normal, average citizens at random. I don't know the full scope of their capabilities, but I know the RCMP have a large arsenal of legal options backing them up - i.e. laws like this one.

Besides, if our governments/leader(s) ever get out of hand, we'll just bring them down in the House of Commons and get a new one.

"Intent" explained.

SFPD Inspector Harry Callahan has to explain why he shot a man

Harry Callahan: "Well, when an adult male is chasing a female with intent to commit rape, I shoot the bastard. It's my policy."

The Mayor: "Intent? How did you establish that?"

Harry Callahan: "When a naked man is chasing a woman through an alley with a butcher's knife and a hard-on, I figure he's not out there collecting for the Red Cross!"

walks out of the room

The Mayor: "He's got a point."

I wonder if Jessica Lundsford would still be alive if we had that sort of policy in place here and if so, would the american jails be stuffed to capacity.

If we reply with our opinions they'll know what we're thinking.
