Here's what to do....
We can enforce the old laws making drivers of electric/hybrid cars move at a maximum 5 mph while a person walks in front of them ringing a bell...
That would not only help blind people, but would take those sanctimonious hybrid drivers off the streets! " I can't be a Seriously, they should have to have something similar to the backup 'beeper' on trucks. I have seen articles about blind people getting hit before.

the San Francisco experience
Having lived in driven in San Francisco for over 25 years, my opinion is that fully 50% of the car drivers there are deaf AND blind.
And 100% of the bus drivers are. It is a job requirement.
