More clearly, if the car is registered in your name when you move to California, it can be registered in your name in California even if it has less than 7500 miles on the odometer.

CA DMV doesn't check emissions equipment. They check the emissions tag under the hood. It will either say meets Federal and California emissions or meets Federal emissions (only). Key is to have California on that tag. Often that tag is on the hood so you could borrow a hood of a California car for the inspection. Or maybe the dealership sells replacement tags.
