Yeah. I remember during a water shortage in the '80's when NOPSI was getting complaints about tiny, black, tarry flecks in the Garden District tapwater. NOPSI said, quoted in the paper, "We don't know what it is, but it isn't a health hazard." Yeah right. NOPSI says it's okay, well who am I to judge?
