Just found out its the logo of a master pinstriper of the car from the east coast.

Very popular in Jersey, particularly on deVilles with those elegant fake convertible tops. It means that it's not unusual to find the car on a back road at 3 AM with the aforementioned trunklid opened, and the sound of shoveling dirt eminating from nearby.

Maybe it's not feet - It's a symbol for a boxer sporting dreadlocks!
