Reagan's only economic achievement was allowing the FED to cause a recession, which killed inflation. He didn't shrink government, didn't balance any budgets, and his tax cuts stimulated nothing - stopping high inflation stimulated growth.
He doesn't even compare to Clinton, and I like him about as much.

Does it matter who is in congress at the time? They ALL had a hand in it. Sure, you can say it was Reagan's idea to this, that or the other. Congress also could have shot it down. Instead, they probably tacked on all kinds of goodies for themselves.
