That's what circuit breakers are for! As soon as your cutter connects the power and the neutral wires, there will be a massive current draw, probably an arc, and the breaker will pop.

Plug the cord in when he is sober, unplug it when he's been drinking. Maybe you can train him that way. Either way, he needs to see the light (which he may never do, but it is not your problem, and especially not your responsibility)
