The only thing the In-Trenched Bureaucracy at NASA does well is Burn Up Astronauts! If you'd given a Billion Dollars to the ("Wizards of Aerospace") the Rutans and (Now,His Lordship) Richard Branson... They'd already have a Tourista Hotel complex on Mars and be building a Casino.
