If the US govt hadn't helped the Germans create the anti terrorist force called GSG9, they never would have caught urban terrorists in the 1980s like the Baader Meinhof gang, who used to kill civilians for money and fun. They killed philanthropists. Google "Hans-Martin Schleyer" and you'll see. For sheer warfare capability, it's the US, the Russians, the Brits. For sheer sneakiness and viciousness, the French. They didn't wait for orders to kill pirates, they killed them and said, Oh, boss, by the way..."
