Check the fluids, pull the sparkplugs and give each cylinder a couple squirts of Marvel Mystery Oil, hook up a portable (boat) gas tank, hook up a garden hose to a set of muffs and see if it fires. If it does offer the guy $4000 and see what happens. Before you start it and let it run change the oil, the impellor and change the bellows and all the hoses before it sees any water. A 10 yo galvanized tandem axle trailer WITH Title and legible manufacturer's tag/capacity plate is probably worth $2500 if it's in good shape. You said the exterior is dirty, what shape is the upholstery in? Replacing the vinyl will cost you a few grand, or more if you're looking to duplicate the OEM design. I bought my little Sea Ray as a project. It was a new boat trade-in that the dealership essentially abandoned in it's own yard. It was uncovered for several years after the blue tarp disintegrated, with the hatch and companionway door open. It had a foot of water in the cabin and the cockpit upholstery was shot. It did have a trailer with the capacity plate in tact and title. I offered the dealer $750 with the trailer if they got it running and shifting and they took it (good thing or bad thing I'm not sure. ). When it came home I pulled the outdrive and had it rebuilt, replaced all of the hoses, pulled the exhaust manifolds and cleaned out the rust scale and sand, gave it a complete tuneup, spent a week in the cabin with a wet-vac, carpetcleaner and Simple Green, had a friend reupholster the cockpit and stitch up a new bimini top with enclosure and reshot the red-faded-top-pink gelcoat with red Imron. Over the course of 2 years I probably put $5K in it getting it up to cosmetic and mechanical snuff, a little less than what one in good shape would have cost me, but I was able to spread those payments out, and it's given us years of pleasure. Now that we need something bigger I'm contemplating doing it all over again in a couple of years.

Well its worth nothing, you would have trouble giving it away in this market.
But the trailer is probably worth $2k if its clean, if its galvanized, and you can register it. They use good drives, its probably got a Volvo 270/80 on it. Thats a better drive than any Merc and worth a bit as well. So the drive and trailer is worth more than the boat, you can chain saw the boat for all anyone cares. OTOH I have seen several of these perfect mid 80's Bayliners come from the Great Lakes. They are fine nearshore boats. If you can get it for free or nearly so and know something about boats you can probably make out OK. If you know nothing have someone who does look at it. Lots of wood on these things rots out, and if you cannot DIY a boat like this is not practical to own.
