houseflies.........arrrg!

I believe I may have posted this here years ago, but is there any way to make my yard unappealing to house flies?

I pick up after my dog every morning when he does his duty, and even spray down the residue with bleach to be safe.

The problem is my disgusting neighbor and his five dogs that go unattended for days and I am damn sure he doesn't pick up after them for several reasons:

He is a cop and is rarely home. 3 days a week maybe. I don't know where he and his family go, but they go.

The area that his dogs relieve themselves is over the fence next to my tiki bar and the smell is pretty obvious.

You simply cannot go out there and attempt to sit down and have a burger without being attacked.

I plan on speaking to him when I see him, asking him to please clean up,the smell is killing me,etc.....

Does anyone know of anything I can do to minimize them coming to my yard? Incense, voodoo, lures, repellents that actually do something? My yard is my favorite place to be, I hit the bag, swim, play with my dog, read the paper in the morning and it sucks that I can't enjoy it without worrying about disease carrying house flies.

Suggestions?
