Look at the ground and the footings. First the ground is crap, and the footings seem pretty skimpy.

What a waste. Those apartments were probably never going to be occupied anyway and maybe that's why they didn't bother with a solid foundation.
 In an article I posted here recently the author talked about how in China people are crazy about investing in real estate but there are no property taxes and thus no incentive to actually occupy the living spaces. It's a huge bubble waiting to pop and it's using up a tremendous amount of resources.
