1995 c280

The windshield wiper blade assembly will not retract which results in the wiper blade hitting the water gutter on each side of the windshield. I can pull on the arm and extend the arm but it will not retract back in. Is there a set screw or bolt on the lower section of this arm similar to the one under the plastic cover?
