My favorite part is "A more common mutation among snakes is the growth of a second head,.......but have very little chance of surviving in the wild anyway, especially as the heads have a tendency to attack each other."

China is notorious for extreme environmental pollution. I wouldn't be surprised if the leg is the result of it. Even here in the US toads frequently hatch with deformities.
