A hypothetical Health Care Bill question

A "What if"
For the purposes of this thread let me make a few assumptions.
1) The democratic Congress and President manage to pass amd sign into Law a sweeping HC reform.
2) It does not actually go into effect for several years. ( I believe this to be the case, is it not true?)
3) Disgruntled voters react in the 2010 elections and the democrats are turned out of power.

Given all that...
Would be legal/ possible for the 2011 Congress to repeal the Bill passed and signed in 2009?

Remember that we ( as a country) amended the US Constitution to prohibit sale or consumption of alcohol, and then later repealed that Amendment. Can the same be done to a Law?


That's it, no rants, no debate over the merits of the Bill or Law, just the simple question, could such a Law be repealed prior to its implementation?

I don't believe a law gets repealed, but yes, any law Congress passes can be overruled by passing a law getting rid of it.

But the law that voids the law must be at least twice as long as the original.

So at the current rate that should be a bill big enough requiring them the pass another law to build a new library of congress.

For comparison....
The length of the 1964 Civil Rights Bill amounted to ___ pages.
That Bill was probably even more of a change to American culture than this proposed HC Bill.
What is your guess as to its length? 10,000 pages? 5000, 1000? How many pages did it take to assure equal rights for all American citizens?


The answer is eight pages! Disclaimer--I did hear this on a "right wing" talk show, so even if it is correct, it must be a lie to manipulate our minds.
