canada stopped being french in the 1750's - the english took over.

anyway, most of those those places are quite insane and unstable, and have suffered civil wars, genocides, etc. - if that's your point, then i agree.

seriously, a study of haitian history provides many obvious answers, which i think have been mentioned in other threads. certainly the locals have been screwed over by many countries for about 418 years, and the land itself has been raped, as mr. jared diamond has pointed out.

or we could just blame the victim. that approach seems to never go out of style.

uh, no, but bill clinton does bear some responsibility, and i shudder to think of him being in charge of rebuilding.

anyway. the haitians have little chance for improvement. at least not anytime soon.

There are two things that cause most 3rd. world countries to be what they are and that is greed (corruption) and over population (too many people vying for too few resources).

I wouldn't rule out occupation.
Too much of the oocupied countries wealth was removed by the occupying countries over the centuries.

The post Baby Doc governments have not been much better at helping their people. The Haitians seem hopeless because they have been stepped on for decades.
