A Novel Idea. Register non-gun owners
Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S. Constitution, as well as Vermont 's own Constitution very carefully, and his strict interpretation of these documents is popping some eyeballs in New England and elsewhere. Maslack recently proposed a bill to register "non-gun-owners" and require them to pay a $500 fee to the state. Thus Vermont would become the first state to require a permit for the luxury of going about unarmed and assess a fee of $500 for the privilege of not owning a gun Maslack read the "militia" phrase of the Second Amendment as not only affirming the right of the individual citizen to bear arms, but as a clear mandate to do so. He believes that universal gun ownership was advocated by the Framers of the Constitution as an antidote to a "monopoly of force" by the government as well as criminals Vermont 's constitution states explicitly that "the people have a right to bear arms for the defense of themselves and the State" and those persons who are "conscientiously scrupulous of bearing arms" shall be required to "pay such equivalent." Clearly, says Maslack, Vermonters have a constitutional obligation to arm themselves, so that they are capable of responding to "any situation that may arise." Under the bill, adults who choose not to own a firearm would be required to register their name, address, Social Security Number, and driver's license number with the state. "There is a legitimate government interest in knowing who is not prepared to defend the state should they be asked to do so," Maslack says Vermont already boasts a high rate of gun ownership along with the least restrictive laws of any state, it's currently the only state that allows a citizen to carry a concealed firearm without a permit. This combination of plenty of guns and few laws regulating them has resulted in a crime rate that is the third lowest in the nation "America is at that awkward stage. It's too late to work within the system, but too early to shoot the bastards." This makes sense! There is no reason why gun owners should have to pay taxes to support police protection for people not wanting to own guns. Let them contribute their fair share and pay their own way.

I think it is a good idea. Just like making non-smokers stand outside their offices for 10 minutes every four hours.
I think this has been posted before, but I do like it. Make the non-gun owners feel a bit of the pain gun owners have to go through...

Lame, nothing. I like the idea, but then again, I live in Texas so it doesn't do me much benefit/drawback.

This is novel idea
It will never happen in the US. For example here in Utah they have passed a bill and it is seating on Gov desk for signature. House Bill 11: "Lawmakers also have other anti-federal government bills. One says that guns made and kept in Utah would be exempt from federal regulations." So now every criminal can own a gun as long as the gun is made in Utah This state going downhill very fast....perhaps it is time to move

this is a way around fed law.my girlfriends boy got in trouble with guns last year.a buddy broke into numerous houses and stole guns.he then talked the kid into giving him a ride out in the country to do some shooting.well cops had the place staked out and when they left they got pulled pver.so needless to say the boy gets charged with interstate transportation of stolen firearms.how was this.well beings the gun was made in another state and was involved in interstae commerce to get here it was :interstate transport of firearms.

Interesting idea. I can see a little bit of a tie in with the Militia Act of 1790, since you would have to own a weapon to be able to perform your duties with the militia in the event of a call-up (never mind that no one's called up the unorganized militia since???????).

I'd go for it only if the whole police budget were funded entirely, and solely, from funds collected by such a program. Then encourage people to ignore the law while the government had no resources to enforce it.
One more form of petty tyranny. At first, it sounds like he's trying to make a point, then it gets pretty creepy with the SS, driver's license database and such. |

There's a good chance this is already in place-

Even those owning a firearm likely have all this information on record with the state. We need a vaccine against jerking knees. I'm sure it's just a stunt and no one seriously expects it to pass, at least not as written.
