I suspect that the owners force the "independent consultants" to buy tools or pay for seminars. That's a common way to suck money out of the downline in a MLM scheme.

The article on MSN says it's real - they want you to rat out your neighbors and such. People are hiding to well in the heavy car reposssesion market. They give you a few cents for every plate entered. If you get a plate that someone wants to know about (and it leads to the repossesion) you and DNA (the company) get some more $$

another reason I like not having a front plate and backing all my cars into the driveway. And anyone foolish enough to walk up my driveway to get a plate number, well, they are looking at a bad day.
