California DMV: What the heck?

This is something that has been befuddling me for a while.

Why are there some cars on the highways without any sort of license plate or ID?

What happens if the guy hits me and runs off? I'm basically screwed right?

In PA we get temporary pieces of paper that act as a placeholder until we get the plates in the mail. These are taped on the inside of the rear window and relatively easy to read.

And why don't they issue new plates for new car owners? I think it's cute when I see old blue California plates on older cars, but doesn't that cause headaches to new owners?

Please explain your state Cali kids!

Don't be dog'n the blue plates, or the black plates. Here in CA those are badges of honer! lol

The new cars have their DMV info taped to the windshield. Don't ask me why, but thats where they put it.

I'm just jealous because I can't get a classic car plate in PA without driving restrictions

Thanks for the heads up about the info on the windshield. I'll be watchful next time.

While we're on the topic of license plates, can we get duplicate plates?

The original blue CA plates on mine are great except the front has some road rash and has been bent in a few places I couldn't straighten out properly enough to look new. The rear is mint, people ask me if those are new.
