looking for info on NC title law

Potentially about to buy a vehicle with a current North Carolina registration. Its a 1991 Chevy van.

Im trying to figure out what the rules are in NC for vehicle titles, would this van have a title? or does NC not require titles after 10 years and not have issued one?

My intention is to immediately sell this van since it comes as an outrider on a bunch of parts ive been trying to get my hands on, so I have to buy it to get those parts, but I can't sell it easily in NY or CT without a title, so hence, the dilemma.

If you don't want the van then it's no problem. If it's running, drive it to a near-by police station, leave the keys in it and walk away. They'll take care of it for you. There is no legal trail from the van to you and the registered owner will say he sold it. The police will impound it and sell it at auction. Maybe they'll even give the proceeds to a local charity (Hey! A guy can dream can't he?). It's out of your hair.

Not running? Pull it out to the street and call it in as an "abandoned vehicle".

Im trying to sell it if I buy it. Its in good shape, I should be able to recuperate the cost of the parts through sale of the vehicle.

Looks like in NC you have to get a bonded title, have to pay 1.5 times the value of the car. Then they will make sure its not stolen, etc, do VIN inspections...and then you can get a title.

If the guy you are buying from is truly the real owner, he can goto the DMV and get a duplicate title. If he's not.......

He's trying to find out if he has the title. He may or may not. The issue is his son (in the military) was using the van in NC, got transferred to MD, van will not pass MD inspection (non opening driver door), so was not re-registered in the new state, and the son has very little time to deal with it, so the father is trying to sell it for him from the southwest. Lol, sounds ridiculous when you write it out, but it all makes sense!

Son no longer has any documentary affiliation with the state the van was registered in, and does not have time to go down there and look for a title or try and get one reissued if they don't have it. If either the son or father have the title, then its all good as it can be sold in CT and NY easily, but if not, things get complicated if I decide to buy it.

The reason I looking for info is that in my residence state, RI, titles are not required for registry after 10 years, and for a while they would take your registry title and not issue you a new one if you brought an out of state vehicle and registered in RI. So if NC is like RI, it could legitimately have been registered and then not reissued a new title, ect.

If that were the case, in order to sell it, id have to find the NC equivilant of RI's "Statement of Title Law" documentation, which takes place of the title and explains RI law to out of state DMVs.

Im trying to get my hands on an oddball drivetrain combo for my other van that this guy has, so the bother might be worth it, but I have to figure out what bureaucratic hoops I have to jump through.
