In the upper midwest a dehumidifier is essential in the basement. I wouldn't live in a house without one. It actually affects the air in the whole house if you have circulating central a/c and makes the job of the a/c unit easier. Plus not having moldy wet corners and stuff in the basement makes the house a lot nicer smelling. Placing a dehumidifier in the above ground floors would be a little misguided - the condenser on the dehumidifier is on the unit and kicks out quite a bit of hot air which in the basement is ok - above ground in summer, not.
