how to test rolling resistance

With so many eyes on fuel economy, how come they don't publish rolling resistance specs for tires? I assume it can be measured if they talk about it as a design characteristic.

Too many variables...road temp, road surface, ambient temp, weight of driver, model of vehicle, etc.

Not publishing the findings also removes liability if the findings don't match with real world numbers.

Yes but they have normalized wear ratings. Seems like a reasonable request rather than regulating the use of descriptors like eco and green.

IIRC, one of the car test mags, years ago, published a graph with each road test. They plotted acceleration and coast from speed curves.
