What did Santorum say?

Rick Santorum has been quoted as saying, “I don’t want to make black people’s lives better by giving them somebody else’s money.” He denies saying "black people." He says that he kind of stumbled over his words and said "blah people."

Sounds like "black people" to me.

If he didn't say, "black people" he should have.

It is immoral to make anybody's life better by taking from somebody else.

That may be true, but Santorum doesn't seem to see it as a general problem. It's black people who who take from white people.

Before denying that he used the phrase "black people" Santorum said this:

That "explanation" seems to only compound the problem for him because, according to that article, the movie portrays kids of all races. Did Senator Santorum simply miss the kids in the movie who aren't black? Wouldn't that make his comment about wanting to make black people's lives better seem even more racist?

One reason this is problematic for Santorum is that his comments seem suspiciously like the dog whistle comments GOP candidates use to curry favor with racists without appearing to be racists themselves. Ronald Reagan's infamous Welfare Queen is the paragon of this ugly genre:

Maybe that's what Santorum was trying to do, but I have my doubts. He might sincerely believe that it's mainly black people who depend on welfare. Hard to say.

By the way, the wikipedia page that I linked for the Reagan quote has a great line from Susan Douglas, professor of communication studies at the University of Michigan:
