WTF is this???

My wife brought this home from an estate sale. Neither of us know what it is. The base is cast iron, the frame is wrought iron, and the vessel is glass with a metal valve on the bottom.

Is there any form of valve or spigot to control the flow?

The valve reminds me of the constant dog licker valves you use to put on your outside spigot and the dogs would lick it. There's nothing to control the flow other than how far you push the piece to the side.

That, my curious friend, is a weinheber. An Austrian invention for serving summer riesling. They had some popularity in the 1970's. The really good quality ones are wheel engraved leaded crystal. The cheap ones have the design sand-blasted onto it.
